REQUEST FOR EXPRESSION OF INTERESTS FOR
ARESTP-CS-QCBS-02, Project Management Consulting Services for “Azerbaijan Railways Electrification, Signaling and Telecommunication Project (Bilajari-Yalama)”
The Government of Azerbaijan Republic has applied for a loan from the Asian Development Bank (ADB) to finance the Azerbaijan Railways Electrification, Signaling and Telecommunication Project (Bilajari-Yalama) (“the Project”). Part of the loan proceeds is intended to be used for eligible payments under the contract for project management consulting services for the Project.
The Project will be implemented by “Azerbaijan Railways” Closed Joint Stock Company ADY).
The Project forms part of a wider programme to modernize 25 kV AC electrification and signaling and telecommunications systems along the railway sections Bilajari–Yalama and Baku–Boyuk Kesik, which are key elements of Azerbaijan’s north–south and east–west rail corridors serving ADY’s international freight operations.
This first project under the programme covers the Bilajari–Yalama section, a key link within the International North–South Transport Corridor (INSTC) supporting regional freight transit. The section comprises approximately 192 km of double track and 15 stations.
Under the Project, it has been agreed to engage a Project Management Consultant (PMC) to support in the management of the projects ADB-financed projects implemented by ADY. The PMC will also build ADY’s capacity through job training and other specialized training for ADY’s Project Implementation Unit(s) (PIU) when needed, including procurement, construction monitoring and maintenance, engineering, environmental and social safeguards, financial management, contract and project management. The PMC shall also prepare reports for the ADY, the ADB and other stakeholders on all matters concerning project implementation.
The total duration of the project management consultancy services contract is expected to be 54 months. The detailed scope of the PMC services is provided in the Terms of Reference attached to the Request for Expression of Interest in the link provided below.
The Request for Expression of Interest was published internationally on ADB's Consultant Management System (CMS) on 14 August 2026. The deadline for the submission of Expression of Interests is 12 September 2026.
