Agricultural Competitiveness Improvement Project

Loan No.8286-AZ

Assignment Title: Selection of Food Safety Expert

The Government of Azerbaijan has received financing from the World Bank toward the cost of the Agricultural Competitiveness Improvement Project, and intends to apply part of the proceeds for consulting services.

The project consists of four components:

(i) Component A - Component A - Support for sanitary and phytosanitary services;

(ii) Component B - Agri-food value chain development;

(iii) Component C - Financial services to agribusiness;

(iv) Component D - project management and implementation.

Proposed assignment will be implemented under Sub-Component B1.

Sub-component B1: Investment and advisory services for agribusiness development

The Sub-component will help develop value chains by partially financing demand-driven investment proposals. The specific activities supported under the sub-component are: (i) providing development support for value chain participants to assist them to establish productive partnerships and prepare sub-project proposals for funding under the Project and (ii) investment support for agribusiness value chains.

Within this component of the project, ACIP facilitates the development of selected value chains through providing investment and technical support to entrepreneurs and farmers in Azerbaijan. The activities aim to increase the value of marketed output of selected value chains. This will be achieved by raising farm productivity, comprehensively addressing constraints along the value chain and facilitating productive partnerships between value chain participants through value chain sub-projects. A productive partnership is a set formal or informal, mutually beneficial, commercial partnership between participants in a value chain which may include buyers (fresh buyers and processors), farmers and input service providers (seeds and input supplier, machinery services, storage and distribution services, advisory and information services, veterinary services).

19 sub-project Proposals (in Samukh, Shamkir, Khachmaz, Jalilabad, Lankaran, Guba, Ismayilli, Oghuz, Salyan, Neftchala, Gazakh, Gabala, Tartar, Goranboy and etc.) have already been approved .

The general objective of the assignment

The objectives of this assignment are to (i) develop methodology for analyses of Food Safety in value chain sub-projects; (ii) undertake food Safety analysis for determining the sanitary and hygienic condition of the enterprise, the application of food safety standards, the status of the management system in relation to product safety; and (iii) provide technical assistance to the PMU, VCDS and VCAT for the analysis of Food Safety aspects with the objective to improve their capacity to do the analysis themselves and etc.

Scope of the work:

* The Consultant should familiarize him/herself with the project. S/he should look at the Operational Manual, Project Appraisal Document, and other documents that the PMU considers important:

* The Consultant, together with the PMU (Project Management Unit), VCDS (Value Chain Development Staff) and VCAT (Value Chain Assistance Team) shall review VC sub-projects for food Safety analyses;

* The Consultant should work with the PMU/VCDS/VCAT to collate existing data and collect new data where necessary, in order to establish strategy for food safety arrangements;

* The Consultant should develop a set of methodology and in addition the consultant should pay particular attention to the following:

* Solo-screening of the food safety status of the value chain partners including producers and processors

* To identify the risks in food safety aspects of the value chain projects

* Assessment of compliance with local and international food safety standards

* Preparation of public awareness campaign presentations, conduct workshops, discussions with local farmers, gap analyses assessment

* Development and Provision of recommendations for compliance with local and international food safety standards

* On-site assessment of the food safety and Global GAP requirements on the basis of compliance with sanitary and hygiene requirements

* On-site monitoring of technological process, and review and analysis of export potential

* Assessment of the food safety standards for 19 sub-projects.

Expected Outcome of the Assignment:

The Consultant will furnish a comprehensive value chain analysis report having disaggregated data including following, but not necessarily limited to:

* Determine of the sanitary condition

* Activities of companies regarding product quality and safety

* Current problems in production activities and in food chain

* Determining the possibility of implementing food safety standards

* Ability to export products

Duration: It is estimated that a total input sixty (60) work/days will be required, including site missions to above mentioned cities, during the period November 2020 April 2021. Involvement timeline, visits schedule and work schedule shall be discussed and confirmed during the contract negotiation.

The shortlisting criteria:

* At least 5 years of experience in related field, including the Good Manufacturing Practices (GMPs) and Hazard Analysis Critical Control Point (HACCP) systems;

* Higher education with university degree in agriculture, food processing, quality standards management or related field, and technical knowledge in food processing and/or food production;

* Knowledge in types of hazards and source of contaminations, as well as their prevention and alleviation;

* Knowledge in foodborne illness and microbiological/chemical/physical hazards, and allergens;

* Experience in implementing food safety systems (ex: experience developing written programs, conducting AZS/GMP/HACCP training courses, etc.)

* Knowledge in European food regulation and requirement and export promotion;

* Willingness to work on-site identifying the needs of the relevant processing and production facility;

* Good command of English and Azerbaijani languages;

* Work experience with international organizations;

* Excellent communication and problem solving skills.

* Strong computer literacy especially in MS Office software.

The Agricultural Competitiveness Improvement Project now invites eligible individual consultants to indicate their interest in providing the services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers, January 2011 edition, revised July 2014 ("Consultant Guidelines”), setting forth the World Bank's policy on conflict of interests.

A Consultant will be selected in accordance with the Individual Consultancy method set out in the Consultant Guidelines.
