Assignment title: Support to establishment of an independent expert institute for the agrarian insurance system

The Government of Azerbaijan and the World Bank is implementing "Agricultural Competitiveness Improvement Project” (ACIP) in Azerbaijan. The overall objective of the Project is to facilitate the access of agricultural producers to markets by strengthening sanitary and phyto-sanitary services, enhancing selected value chains and providing financial services to agribusiness enterprises.

The Project is managed by the Agro Credits and Development Agency (ACDA), which is the Ministry of Agriculture's agency for overseeing international agricultural development projects, primarily through the Project Management Unit (PMU) established within ACDA.

The ACIP (Client) provides support to development of agricultural insurance system in Azerbaijan. ACIP support to the agricultural insurance system will be focused on (i) supporting the AIF with designing the Agrarian Insurance Mechanisms (AIM) and ensuring access of the staff engaged in designing of the AIM to the international best practices.

The objective of current assignment is to involve the Independent Local Experts to support the Agrarian Insurance Fund (AIF) with establishing of the institute of independent experts/loss adjusters. A team of 10 individual consultant/Loss Adjusters will be formed with primary goal of: (i) development of manuals; (ii) development of training materials; and (iii) conducting trainings. The assignment will be implemented under direct guidance and supervision of TARSIM specialists. The group will consist of 10 specialists/loan adjusters:

1. Team Leader -1 expert

2. Livestock expert -2 experts

3. Expert on plant growing of cereals (grain and legumes) - 1 expert

4. Expert on plant growing of technical plants -1 expert

5. Expert on plant growing of vegetable - 1 expert

6. Expert on plant growing of root crops - 1 expert

7. Expert on plant growing of fruits - 1 expert

8. Expert on plant growing of feed crops - 1 expert

9. Expert on aquaculture - 1 expert

The assignment is expected to be started from early May 2020 for next 12 months. Timing and working arrangement is full-time engagement.

Job description and Expected Outcomes

The Consultants will perform the following activities:

- Preparation of manuals for the risk assessment and claim investigation

- Preparation of training materials for the risk assessment and claim investigation

- Preparation of materials for initial and final exam

- Conduction of trainings for trainers and loss adjusters

- Preparation of methodology for exam/attestation of trained specialists, including exam questions and required instructions

- involvement of the regions in the process through implementation of the propaganda and promotion

- providing necessary information to IT team, and other division of Fund

Qualification and Experience requirements for the Consultant

1. Team Leader -1 expert

* Higher education in insurance, law, economics

* Minimum 10 years of general professional experience with at least 5 years of experience in Management

* Modern knowledge and skills in the area of Organization of Training / Education and Development of Methodical and Training Materials is advantageous

* Higher education in specialties of animal husbandry, veterinary medicine or zoo-engineering, economy or insurance

* If higher education is in specialties of animal husbandry, veterinary medicine or zoo-engineering minimum 5 years of general professional experience in livestock field

* If higher education is in economy, insurance minimum 7 years of general professional experience in livestock field

* If higher education is in economy, insurance minimum 7 years of general professional experience in plant growing (grain and legumes growing) field

4. Expert on plant growing of technical plants -1 expert

* Higher education in specialties of plant growing, agronomy, horticulture and plant protection, economy or insurance

* If higher education is in specialties of plant growing, agronomy, horticulture and plant protection minimum 5 years of general professional experience in plant growing (technical plants growing) field

* If higher education is in economy, insurance minimum 7 years of general professional experience in plant growing (technical plants growing) field

5. Expert on plant growing of vegetable - 1 expert

* Higher education in specialties of field of horticulture, melon-growing and plant protection, economy or insurance

* If higher education is in specialties of field of horticulture, melon-growing and plant protection minimum 5 years of general professional experience in plant growing (vegetable growing) field

* If higher education is in economy, insurance minimum 7 years of general professional experience in plant growing (vegetable growing) field

6. Expert on plant growing of root crops - 1 expert

* Higher education in specialties of field of horticulture, melon-growing and plant protection, economy or insurance

* If higher education is in specialties of field of horticulture, melon-growing and plant protection minimum 5 years of general professional experience in plant growing (root crops) field

* If higher education is in economy, insurance minimum 7 years of general professional experience in plant growing (root crops) field

7. Expert on plant growing of fruits - 1 expert

* Higher education in specialties of agronomy, horticulture and plant protection, economy or insurance

* If higher education is in specialties of agronomy, horticulture and plant protection minimum 5 years of general professional experience in plant growing (fruit growing) field

* If higher education is in economy, insurance minimum 7 years of general professional experience in plant growing (fruit growing) field

8. Expert on plant growing of feed crops - 1 expert

* Higher education in specialties of plant growing, agronomy and plant protection, economy or insurance

* If higher education is in specialties of plant growing, agronomy and plant protection minimum 5 years of general professional experience in plant growing (feed crops) field

* If higher education is in economy, insurance minimum 7 years of general professional experience in plant growing (feed crops) field

9. Expert on aquaculture - 1 expert

* Higher education in specialties of animal husbandry, veterinary medicine or zoo-engineering, economy or insurance

* If higher education is in specialties of animal husbandry, veterinary medicine or zoo-engineering minimum 5 years of general professional experience in aquaculture field

* If higher education is in economy, insurance minimum 7 years of general professional experience in aquaculture field

General requirements for all positions:

* Modern knowledge and skills in the field of development of methodological and teaching materials

* Experience in Training/Education is desirable

* Ability to work in a team and leadership skills

* Ability to communicate

* Possibility of regular trips to the regions

* Foreign language skills are desirable (English, Turkish, Russian)

* Experience in insurance is advantageous

* Office programs knowledge

A Consultant will be selected in accordance with the Individual Consultancy method set out in the Consultant Guidelines.
